Two providers are currently CGA-certified for Curacao operators.
Most operators have not verified which one is right for their operation, their player base, or their commercial risk profile.

For nearly three decades, dispute resolution in Curacao was the operator's private affair.

Why ADR provider selection matters right now

The LOK permanently abolished the master licence and sub-licence system on 24 December 2024.
Article 5.3 of the LOK establishes the legal basis requiring every B2C licensee to provide players with access to a CGA-certified, independent, and free-of-charge dispute resolution mechanism.
That is not a recommendation.
It is a condition of the Green Seal licence.

The transition was triggered by the Dutch government, which required a complete overhaul of Curacao's gambling framework as a condition of COVID-19 financial aid.
A high-profile dispute involving operator BC.Game in November 2024 accelerated the CGA's ADR consultation, underlining the reputational cost of having no independent dispute route.
The result was the Player Complaints Policy Guidelines v1.1 published June 2025.

eCOGRA holds approved status under the MGA and UKGC frameworks.
It does not currently hold CGA certification for Curacao operators under the LOK.
Using an uncertified provider does not satisfy the Article 5.3 requirement and constitutes a licence violation.


The due diligence framework

Before executing a service agreement, your legal and compliance teams must complete a structured five-step evaluation.

Internal requirement mapping

Assess expected complaint volumes by player geography, dominant dispute types for your product (sportsbook, slots, crypto), and budget constraints. Produce a requirements document before approaching any provider. Sportsbook-heavy operators must confirm candidates have documented expertise in bet-settlement disputes.

CGA shortlist extraction

Retrieve the active certified provider list directly from the CGA portal. Cross-reference each provider's certification number against their legal entity name. Verbal or website-only claims of certification are not sufficient.

Request for Information (RFI)

Distribute an RFI requesting: active certification document, rules of procedure, adjudicator CVs, a Data Processing Agreement template, and historical SLA performance data. Any provider unwilling to supply these before contract should be disqualified.

Technical and independence audit

Verify adjudicator CVs meet the lawyer plus three specialist requirement. Check the provider's corporate registry for any affiliate marketing, B2B software, or advisory ties to iGaming operators. Any undisclosed commercial link is grounds for immediate disqualification.

Contract execution

Finalize the service agreement. It must include: Curacao law governing, a comprehensive DPA, a contractual 90-day SLA with service credits, and an immediate penalty-free termination right if the provider loses CGA certification.

System integration and launch

Update customer terms and conditions with the provider's details. Train support staff on intake and escalation. Upload the executed ADR agreement to the CGA operator portal. Compliance is not active until this step is complete.

Ongoing compliance maintenance

Monitor the provider's CGA certification status. File bi-annual reports using structured data exports from the provider's dashboard. Review the arrangement whenever CGA guidelines are updated. Compliance is a state, not a contract signature.

Frequently asked questions

Two providers currently hold active CGA certification: CADRE, with certification number CGA/ADR/2025/01, and ADR Curacao (ADRC). Certification status must be verified directly on the CGA public registry. Website claims of certification alone are not sufficient.

Under the CGA Player Complaints Policy Guidelines published June 2025, the ADR provider must complete its review and issue a decision within 90 days of receiving a complete case file. The operator covers all ADR costs. The process is free for the player. This is a hard regulatory deadline, not a target.

No. eCOGRA holds approved status under the Malta Gaming Authority and UKGC frameworks but does not currently hold CGA certification for Curacao operators under the LOK. Using an uncertified provider does not satisfy the Article 5.3 requirement and constitutes a licence violation.

CADRE covers Curacao, Anjouan, and Tobique under an EU-registered parent entity, with pay-per-case or subscription billing. Its limitation is English-only default filing. ADR Curacao offers multilingual support and specialist crypto audit workflows but covers Curacao only and carries a higher initial commercial setup cost.

If your certified ADR provider loses its CGA certification, your own operating licence is immediately at risk. Your service agreement must contain an immediate termination right without penalty in this event. You must source a certified replacement within the shortest possible timeframe to avoid a compliance gap.

Certification is verified on the public CGA online gaming registry. The certification document must match the exact legal entity name signing your service contract. Request the physical certification document and cross-reference against the registry. Verbal claims are not sufficient.

By 31 July 2025, all operating B2C licensees were required to have adopted the CGA Player Complaints Policy Guidelines Version 1.1 and uploaded their internal complaints procedure to the CGA operator portal. Failure to meet this deadline was a direct compliance breach. The deadline has now passed.
