Exact match usually buys fewer impressions than broad match on the same term, and that is a feature rather than a failure. The impressions it does win sit closer to the keyword you chose, so tap through rates and conversions per impression tend to run higher. You pay for shoppers who typed what you meant, not browsers who typed something adjacent.
