

The TikTok ad network opens to US advertisers. Add the report column before the spend arrives
TikTok has opened a second field behind its feed, and nearly 400,000 apps grow in it. The announcement tells you where your ads can go. It does not yet tell you what you will be able to prove.

What opened on 5 October: the TikTok ad network reaches US advertisers#
Somewhere in the hedgerow behind every big platform sits a second field, and on 5 October TikTok opened the gate to its own. At Advertising Week New York the company announced that the TikTok ad network, known until now as Pangle, is available to advertisers targeting US users. Digiday reports that it extends campaigns across nearly 400,000 apps worldwide, and adds that TikTok did not say which apps are in the network.
The announcement bundles other items. Marketing Dive's report covers a wider agentic push, including connectors that let advertisers run campaigns from AI assistants, and Relevant Audience counts eight products in the Advertising Week package. This piece sticks to the part that moves money first: where your ads can now appear, what you can check afterwards, and what you should settle before the first dollar lands.
TikTok Ad Network, formerly Pangle, is now generally available for advertisers targeting the U.S. New ad surface, new line item, so if your placement report has no column for it, add one before spend lands there.
That practitioner line is the right instinct, and it is cheap to follow. A placement report with a column for the TikTok ad network costs an hour to build. A month of spend with no such column costs a quarter to explain.
Two formats, not six#
The detail that most coverage skipped is on TikTok's own help page. For the US market, the available TikTok ad network formats are interstitial and rewarded ads. Globally the network also supports native, banner, app open and icon formats, and none of those four is listed for the US. Interstitials appear at transitions in a publisher's app, such as when a game is paused or a level is completed. Rewarded ads reward people for watching the whole thing.

Two formats leave a telltale scent about the inventory without TikTok having to say it. Pause screens and level completions are where mobile games live. That is an inference, not a published breakdown, because the help page does not list the apps. It is still a fair prompt to ask your TikTok representative which categories of app your ads will meet, and to get the answer in writing.

Announced versus measured: what we know about TikTok Pangle inventory#
Every launch has two ledgers, the one the company keeps and the one the market keeps. On the first, TikTok has plenty to say: reach, formats, partners. On the second, we found very little, a faint trail at best, and it is worth being plain about that.

On brand safety, the documents are clear and the limit is clear too. Pangle's own partner page describes new partnerships with DoubleVerify and Integral Ad Science to provide post-bid measurement. Post-bid means the check happens after the ad has run. It tells you what happened, not what was prevented. IAS announced its Pangle measurement last October, DoubleVerify added brand-suitability and viewability measurement on Pangle inventory across 48 markets including the US in August, and Marketing Dive reports that IAS supports independent measurement of the network for viewability, invalid traffic and brand safety.
Nobody has yet published independent US results for those checks. That is not a charge against anyone. It is a reminder that a measurement partnership is a promise of instruments, not a reading.
What the buyers are asking for#
The people who spend this money are already asking the right questions. In the same Digiday piece, an agency executive says a network like this would be useful with guardrails on the types of apps, and a clear allow or block list. Another says the real value of TikTok is still TikTok itself, and any extension product has to prove that the added reach is genuinely valuable. A third sees promise only if the network reaches audiences that are otherwise out of reach.
Those three comments are a complete test plan in miniature: control over placements, proof of incremental reach, and a reason to leave the platform at all. Notice that none of them can be answered by a press release, and that the quarry of proof is still out of sight.

Creative has to carry the brand when the app is not TikTok#
Move your ad out of the For You feed and into a game's pause screen, and you lose the one thing TikTok's native placements give you for free: a creator voice that people came to the app to hear. Off-platform, the ad prowls alone, and it has seconds to say whose it is.
That makes recent creative research unusually relevant. Zappi analysed more than 3,300 social video ads across TikTok, Instagram, Facebook and YouTube in the US and UK, scoring them with real consumers. Its headline finding is that creator-style ads were 30 per cent less likely to be top performers and showed the weakest brand connection. Visual hooks made ads 2.4 times more likely to be top performers, and ads using three or more distinctive brand assets were 30 per cent more likely to be.

Zappi does not test off-platform placements, so none of this is a measurement of the TikTok ad network. It is evidence about what makes social video work, and it points the same way as the placement problem: distinctive, branded, hook-first creative is the safer cargo for a format where the surrounding app belongs to someone else.
The brief is old-fashioned and sharp. Put the brand asset in the first second, not the last. Test the hook against the interstitial's frame, not the feed's. And keep a rewarded cut, where the viewer has chosen to watch, apart from an interstitial cut, where they have not. Handing the keys to an assistant: TikTok Ads Manager by instruction#
The second half of the announcement is the one that will change daily work. TikTok has published an agentic hub built on the Model Context Protocol that lets AI agents handle campaign management, reporting, creative, audiences and catalogue tasks. Marketing Dive notes that it connects to Claude, Perplexity, Kimi, Manus and Snowflake. In plain terms, work you would once have clicked through in TikTok Ads Manager can now be described to an assistant in a sentence.
Read the fine print on the connector side, because the fine print is where responsibility lives. The TikTok for Business connector listing in Claude's directory says it requires a TikTok Business sign-in and exposes 39 tools, including campaign creation. It also states that Anthropic does not control which tools developers make available and cannot verify that they work as intended. That is the honest shape of the arrangement: the assistant is the hand, TikTok's tools are the lever, and you are the person whose card is on the account.
What is missing is what a cautious buyer would want next. Relevant Audience reports that TikTok gave no pricing, launch dates or MCP security defaults, and the hub announcement we read does not say whether an agent needs human approval before it spends. The industry is only just writing the rules. IAB Tech Lab's agentic roadmap puts trust, provenance and transaction integrity first, but it is a roadmap, not a rule on who is liable when an agent over-spends.
A sensible way to start#
None of this means leave the assistant alone. It means give it a small, fenced field. Start with reporting, which can only tell you things. Move to drafts of creative and audiences, which a person can review. Keep anything that creates a live campaign or changes a budget behind a human click until you have written the approval rules down. Our AI consultancy work usually starts at exactly this boundary.

A five-step plan before spend lands on the TikTok ad network#
You do not need a new strategy for a new surface. You need a short list, done in order, by someone who owns it.
Make sure your placement and publisher reporting can show the TikTok ad network as its own line, split from in-feed spend.
Request, in writing, which categories of app your campaign will run in, and whether you can set an allow or block list.
Turn on IAS or DoubleVerify reporting and agree what you will do with post-bid results, since they arrive after delivery.
Hold out a comparable audience or region, and judge the network on reach you could not otherwise buy, not on clicks alone.
Give an AI assistant read access first, keep campaign creation and budget changes behind a human approval, and log what it does.
Notice that four of the five steps are about questions rather than creative. That is deliberate. A fox does not enter an unfamiliar thicket by running through the middle of it. It circles the edge, reads the scents and then chooses its line. The same patience applies to a network of nearly 400,000 apps whose undergrowth you have not yet been shown.

The chips are a judgement, not a finding. App-install advertisers and anyone chasing incremental reach have the clearest case for a test.
