What Google posted on 5 August, and what it withholds#

Google ads verification just became the price of full reach. The fox knows the difference between a closed gate and a narrowed one. A closed gate announces itself. A narrowed one lets you through slowly enough that you blame the weather, the season, your own legs, anything but the gate.
Google's policy page, stamped as posted on 5 August 2026, extends Limited Ad Serving across Search, YouTube, Gmail, the Play Store and Discover. The mechanism is the narrowed gate: rather than disapproving ads, Google limits the number of impressions an unqualified advertiser can serve. The page says implementation will begin gradually and will be completed by 2028.
The sentence that deserves framing hangs plainly on the policy page: you are required to build trust to become a qualified advertiser. Qualified advertisers face no impression restrictions. Everyone else queues at the gap in the hedgerow.
Search Engine Land covered the expansion on 7 August and put the operative distinction cleanly: Google will limit impressions, not disapprove ads, for advertisers it determines are unqualified. A disapproval generates a notice, a paper trail and an appeal. A ration generates a slightly worse month.
The seven signals of a qualified advertiser#
Google names its qualification factors: account attributes, user activity and reports, account maturity, ad format usage, history of policy compliance, advertiser industry, and advertiser verification status. The enforcement numbers behind the trust machine#
Google publishes the scale of the problem it is solving, and the figures explain the design choice even if they do not excuse the opacity.
The 2025 Ads Safety Report counts 24.9 million advertiser accounts suspended in 2025, 8.3 billion ads blocked or removed, 602 million scam-related ads actioned and roughly 4 million scam-linked accounts dealt with. Google also reports cutting incorrect suspensions by 80 per cent, which is a tacit admission of how many there were.
TechCrunch's read of the same report catches the strategic turn: 8.3 billion ads blocked in 2025 against 5.1 billion in 2024, while account suspensions fell year on year. Enforcement is moving from banning accounts to shaping what individual accounts may do, at a much more granular level, as Google's ads safety lead put it. The unfairness problem sits at the bottom of the funnel. An agency analysis from StubGroup, built on Google's 2023 to 2025 safety reports plus its own reviewed cohort of more than 1,000 suspensions across twelve months, names the mechanism plainly: a business with no online presence, no reviews and no third-party references can look just like a bad actor. Youth reads as risk. The throttle cannot tell a fraudster from a founder in week three.

One more number belongs in this picture, from a different August story. Taboola told investors that a single Google spam policy line, the back-button rule announced in April 2026 and enforced from 15 June, will remove over $20 million from its second-half profit, per PPC Land's report of the earnings call. Two months from policy post to profit warning. That is the clock speed at which Google policy now converts into money, and the ration operates on the same clock.
Google ads verification: why regulated advertisers move first#
Advertiser industry is one of the seven signals, and that single phrase should make every licensed operator sit up straighter, because regulated categories start the trust climb from a lower rung.

Five proven moves while the ration phases in#
